Naval vs Nova City comparisons keep turning up because both projects chase the same buyers: people watching plots along the Islamabad and Rawalpindi motorway belt. On paper the two look alike. Look closer and they split on jurisdiction, payment structure and paperwork, and neither advertised location nor booking price will show you that.
This guide walks through location, access, plot sizes, prices, payment plans, development and approval status. When sources contradict each other, you’ll see the contradiction rather than a convenient pick.
Every claim here sits in one of five grades: official authority record, developer information, market listing, dealer claim or unverified statement. The point isn’t to crown a winner. It’s to show what you should check before any money changes hands.

Naval Anchorage Location vs Nova City Islamabad Location
These two projects tell different geographic and administrative stories. The name Naval Anchorage Islamabad shows up on most Phase 2 pages, but a name can’t settle which authority governs the land.
Naval Anchorage Location
Start with what’s on record. The CDA places the existing Naval Anchorage in Zone 5, off the Islamabad Expressway, and Phase 2 is a separate site. Project websites put it near the Thalian Interchange on the M-2 and promise 5 to 8 minutes to the new airport. That’s marketing, so leave the drive time unverified. The developer describes its own site on the Naval Anchorage Phase 2 location page.
The address itself raises a bigger question. A CDA notice dated 1 June 2026 places Naval Anchorage (Phase-II) in Zone 5, Islamabad, across roughly 5,500 kanals. A February 2026 RDA report, on the other hand, describes a scheme called Anchorage Islamabad Phase-II at Mouza Thalian in Rawalpindi district. That’s two authorities pointing to two jurisdictions. Ask the project office which one holds the layout plan.
Near the motorway also isn’t the same as connected to it. Some pages say near the interchange, and others hint at a direct link. What the evidence supports is proximity to the Thalian corridor, not a confirmed direct M-2 connection for every plot. The strategic location near the Thalian Interchange post adds some context.
Nova City Islamabad Location
The project’s own material puts Nova City Islamabad on Main GT Road, about 35 km from the city centre, with motorway access. One dealer profile pins it to Mouza Kaniyal, Tehsil Fateh Jang, in Attock district. Other dealer pages place it on the M-14 near the airport, and the two descriptions don’t line up.
Dealer pages also name Punjab bodies for approval, which fits an Attock address. Before you trust any travel time, check the exact route yourself.
Location Differences That Matter to Buyers
There’s no winner here. Match each site to the trips you actually make.
- Islamabad commuters: Look at the real driving route to your workplace. Phase 2 leans on the Thalian corridor, while Nova City leans on GT Road.
- Rawalpindi commuters: The Ring Road matters most, and its Thalian end still isn’t finished.
- Motorway users: Compare the exact interchange and toll points for each site.
- Buyers planning to build: Access only counts once a road reaches your plot.
- Long-term land buyers: Roads that exist and roads that are planned carry very different certainty.
Access Roads and Connectivity in 2026
Some roads carry traffic today, and others exist only on drawings. The difference shapes everything below.
Existing Roads in Naval vs Nova City
Existing access means what a car can use right now. For Nova City, the project cites GT Road. For Phase 2, project pages point to the Thalian corridor, though none of the pages reviewed documented a finished road to the exact plots. Ask the project office for a site drive and a written route description.
Planned Roads and Future Connectivity
The Rawalpindi Ring Road is the big planned link. Property-site reports say the Rawalpindi commissioner confirmed on 9 September 2026 that the main carriageway stood at 99% complete. Four of the five interchanges are finished, and Thalian has been pushed to a later phase with a temporary link to the motorway in the meantime. The same reports say the formal inauguration hadn’t happened yet.
Treat the Thalian upgrade as planned and subject to completion. Better connectivity can improve accessibility and buyer interest, but the timing and the effect on prices remain uncertain.
Naval vs Nova City Road Distance
A plot 5 km away in a straight line can sit 20 km away by road. Likewise, a plot near a major road may have no interchange within reach. What counts for a buyer is the driving route at peak hour, so compare that instead of the radius on a brochure.
Plot Sizes in Naval Anchorage Phase 2 vs Nova City
| Category | Naval Anchorage Phase 2 | Nova City Islamabad |
| 5 Marla | Published | Published |
| 7 Marla | Not listed | Published |
| 8 Marla | Published | Not listed (residential) |
| 10 Marla | Published | Published |
| 1 Kanal | Published | Published |
| 2 Kanal | Published | Dealer pages only |
Naval Anchorage Phase 2 Plot Sizes
Project pages list residential plots in 5 Marla, 8 Marla, 10 Marla, 1 Kanal and 2 Kanal. Some pages add 4 and 8 Marla commercial plots. A published list doesn’t prove stock is open, so confirm what’s actually available.
Nova City Plot Sizes
Project material lists 5, 7 and 10 Marla, plus 1 Kanal. A dealer page from April 2026 names 5 Marla, 10 Marla, 1 Kanal and 2 Kanal instead. Commercial plots sit in their own categories.
5 Marla Plots in Naval Anchorage Phase 2 vs Nova City
At first glance the 5 Marla plots look easy to compare, but the numbers come from different places. Naval’s figure comes from advertised project pages. Nova City’s comes from a dealer page that may be repeating older pre-launch rates.
A fair comparison needs five things to match: date, block, payment plan, plot category and development status. Neither project gives you all five in one verified source, so this guide compares structure rather than picking a side. Phase 2 shows a higher advertised price with a bigger balloon component. Nova City quotes less, though its approval and possession terms need checking first.
Naval vs Nova City Price Comparison in 2026
Advertised prices move for plenty of reasons. Plot size, block, corner or park-facing position, development, possession, payment option and dealer premium all push the number around. Transfer status counts as well, because a resale plot costs differently from a fresh booking.
Naval Anchorage Phase 2 Prices
Project-related pages list Rs 3.75 million for 5 Marla, Rs 6 million for 8 Marla, Rs 7 million for 10 Marla, Rs 14 million for 1 Kanal and Rs 26 million for 2 Kanal. The same page says management confirms prices and may change them without notice. That makes these published marketing figures, not verified market prices, so get the latest schedule in writing.
Nova City Prices
A dealer page dated April 2026 quotes Rs 1.995 million for 5 Marla and Rs 3.75 million for 10 Marla, both labelled pre-launch. An older dealer page carries the same 5 Marla price and down payment, which suggests the rate could be stale. No dated official 2026 price schedule could be independently confirmed.
Why Two Prices May Not Be Comparable
An official price, a dealer asking price and a resale price are three different animals. Premiums, discounts, transfer costs and payment-plan differences separate them. Only set two figures side by side when they share a category and a date.
Naval vs Nova City Payment Plan
What you pay each quarter matters more than the booking amount, and the plans differ a lot on that.
Naval Anchorage Phase 2 Payment Plan
The published pages don’t agree. One offers a 30% or 50% down payment, monthly installments and 8% balloon payments every six months, five in total. Another says 25% down, 30 monthly installments and five balloons. A third describes a three-year quarterly structure.
Since the gap changes the total payable amount, ask the project office for the latest schedule directly. Then line up booking, installments, balloons, duration, premiums, development charges and the possession payment. The Naval Anchorage payment plan page and the 2026 payment plan post show the developer’s current wording.
Nova City Payment Plan
The Nova City Payment Plan on the project’s site describes 10% booking, 10% confirmation, 60% in quarterly installments over three to four years, and 20% at possession. Dealer pages tell it differently: a 10% deposit, a 10% confirmation fee within 45 days, then monthly and half-yearly installments. Miss the confirmation deadline and the booking can be cancelled with only a partial refund. Go by the latest official schedule.
Payment Burden Rather Than Booking Amount
Work out the whole path: the upfront amount, recurring installments, periodic payments, the possession payment and any charges. A lower booking figure doesn’t make a plan cheaper. Take the advertised Naval 30% plan for a 5 Marla plot. Five balloons of Rs 300,000 add Rs 1.5 million on top of a Rs 1.125 million booking. Those are unverified marketing figures, so use them only as a template for your own calculation.
Naval Development Status vs Nova City Development
Development claims deserve the same scrutiny as legal ones.
Naval Development Status
Existing Naval Anchorage is a separate matter. Dealer pages describe it as developed and occupied, but that’s Phase 1 evidence and it says nothing about Phase 2.
For Phase 2 the picture is mixed. The RDA report says development work began before formal approval, and the CDA notice says works went ahead without an approved layout plan. So work has apparently started. Its scale, quality and utilities, though, aren’t independently confirmed. The developer’s side is in the 2026 development post.
Nova City Development
The project describes roads, underground utilities and community facilities, and it publishes a Phase II update. All of that is developer-reported. Dealer pages have mentioned a finished sports centre and football pitch since 2023, which tells you little about roads, occupied areas or possession in each block.
Don’t assume the whole project has progressed evenly. Ask for status block by block.
Development Does Not Automatically Mean Possession
A developed look and a usable plot are different milestones. They tend to arrive in this order:
- Road construction
- Utility installation
- Landscaping
- Plot demarcation
- Possession
- House construction
- Occupied community
A photo of a finished road proves only the first stage. Before you buy, confirm which stage your exact plot has reached.
Naval vs Nova City NOC Status
This is where the two projects differ most, and where careful reading pays off.
Naval NOC Status
Begin with the authority record. The CDA page for Naval Anchorage lists a layout plan approved on 27 February 2020, an NOC issued on 28 May 2020 and an area of 3,702.70 kanals. It also carries two Final Show Cause Notices dated 1 June 2026.
The 2020 record covers the existing scheme and never names Phase 2. The notice does name it, and it says the opposite of approval. According to the notice, Naval Anchorage (Phase-II), about 5,500 kanals in Zone 5, was developed without an approved layout plan or NOC. It gave seven days to stop work, marketing and sales, and warned of demolition and sealing.
So the available record doesn’t establish a separate current approval for Phase 2, and if anything it points the other way. No later withdrawal of the notice turned up, though buyers should check for one. The February RDA action against a similarly named scheme adds to the concern. For the developer’s account, see the Naval Anchorage NOC status post.
Nova City NOC
Nova City’s project FAQ says approval processes are ongoing and sends buyers to the sales team for current status. Dealer pages paint a different picture. Several cite a PHATA letter numbered PHATA/W-I/PHS/2021/690, dated 29 March 2022. One page ties it to 903 kanals, while another profile gives 970.49 kanals for the society. Some 2026 dealer pages still say the NOC is being processed.
The PHATA portal couldn’t be checked independently for this guide. Until you’ve confirmed the letter, its date, the approved area and the covered phase, call approval unverified.
Why NOC Comparison Needs Extra Care
A project name, master plan, booking form or brochure doesn’t establish regulatory approval. Ask for the authority’s letter, then check it against the authority’s own list. Match the scheme name, phase, block and area, and compare the approved kanals with the kanals being sold.
Be wary of the word “Islamabad” as well. A CDA public notice from May 2026 deals with misleading use of the name Islamabad for schemes in Rawalpindi division. The name alone won’t tell you which authority governs.
Master Plan and Block-Level Differences
Compare blocks, not whole societies. A developed plot in one block can sit far ahead of an undeveloped plot in another.
Naval Anchorage Phase 2 Master Plan
Published material describes wide roads, green spaces and commercial plots. No block layout could be checked against an approved plan, so this guide names no blocks. The developer shows its layout on the master plan page, and you can compare it with any authority-approved layout.
Nova City Master Plan
Project material identifies General, Prime and Pueblo residential blocks alongside commercial zones. Dealer pages also mention Esports and Overseas blocks. Check which blocks are open for booking today.
Why Block-Level Comparison Matters
Compare plots of the same size, in similar locations, with similar development, possession and payment status. Anything looser mixes unlike things.
Which Project Is Closer to Actual Use?
Again, no winner. Existing Naval Anchorage is occupied, but that’s Phase 1. For Phase 2, occupied houses, schools and healthcare couldn’t be verified, and its facilities and amenities page lists planned features.
Nova City’s developer lists parks, a school, a mosque, sports facilities and underground utilities. Those are developer-listed facilities, and a listing doesn’t mean a facility is running.
Why Price Alone Does Not Tell the Full Story
Two plots of equal size can differ for many reasons. Development stage, possession, road width, block, position, payment status and transfer status all matter, and so does approval position. A cheaper plot with unclear approval simply can’t be compared with a dearer plot that has a verified record.
Calculate the Total Cost Before Comparing Prices
Use this framework, and count only the charges your payment document supports:
Total acquisition cost = booking or down payment + monthly or quarterly installments + balloon payments + development charges + premium charges + transfer charges + taxes and fees + possession payments + other documented charges.
Dealer pages state that Nova City prices exclude government fees and taxes. Ask each project whether development charges sit inside the quoted price.
Naval Anchorage Phase 2 and Nova City for Different Buyer Goals
Buyer With a Limited Initial Budget
Compare booking, confirmation, recurring payments and the total payable amount. A small entry payment can hide large periodic payments further down the line.
Buyer Planning to Build a House
Possession, roads, utilities and activity in the surrounding area come first. Get each one confirmed in writing for your exact plot.
Buyer Looking at Long-Term Holding
Approval clarity and holding costs matter most here. Connectivity and development timelines stay uncertain, so don’t assume appreciation.
Buyer Focused on Resale
Look at transferability, demand, possession, plot category and market activity. Nobody can predict future resale prices.
Risks to Check Before Buying
- Legal risk: Verify approval for the exact phase and block.
- Payment risk: Work out the total payable amount from the latest schedule.
- Development risk: Check the specific block, not the society.
- Connectivity risk: Keep completed roads and proposed ones apart.
- Possession risk: Confirm possession for your exact plot.
- Market-price risk: Separate asking prices from real transaction prices.
- Documentation risk: Verify the seller, allotment, receipts and transfer process.
Key Differences That Matter
| Factor | Naval Anchorage Phase 2 | Nova City Islamabad |
| Location | Jurisdiction reported differently by CDA and RDA | Attock district (dealer-reported) |
| Payment structure | Three conflicting published versions | Project and dealer versions differ |
| NOC | CDA notice says no LOP or NOC for Phase II | Approval ongoing per project; dealer letter unverified |
| Possession | Not confirmed | Not confirmed |
| Main uncertainty | Legal position of Phase II | Approved area and current approval status |
| Buyer verification | Phase II record from the authority | PHATA record for exact scheme and phase |
Which One May Suit Your Property Goal?
- Lower upfront payment: Compare booking and confirmation requirements on the latest written schedules.
- Lower recurring payments: Compare monthly, quarterly and balloon obligations.
- Development: Compare the actual status of your specific block.
- Legal clarity: Compare the exact authority records for the exact phase.
- Motorway access: Compare real driving routes.
- Immediate construction: Focus on possession and utilities.
- Long-term holding: Weigh approval, timeline, connectivity and uncertainty.
Naval vs Nova City: What to Verify Before Booking
Legal: exact project, phase and block; NOC and LOP; approved area and layout; current authority status.
Financial: total price; booking and confirmation; installments and balloons; development charges; premiums; transfer charges; taxes; possession payment.
Physical: road access, utilities, development, possession and construction around your plot.
Documentation: booking form, allotment document, payment receipts, transfer papers and seller verification. Send your questions through the contact page and keep the written replies.
Naval vs Nova City: What Buyers Should Compare
Naval vs Nova City looks like a location and price contest, yet the real differences sit in paperwork and payment structure. Access, plot sizes and development claims all shift by block and by source. The authority record matters most, and both the CDA notice on Phase II and the unresolved Nova City approval record need checking.
Compare the exact plot, block, payment plan and current authority record, not the project name alone.
Naval vs Nova City FAQs
Q1: Is Naval Anchorage Phase 2 approved?
Ans: The CDA record lists a 2020 LOP and NOC for the existing scheme. A CDA notice dated 1 June 2026, though, says Phase II lacks an approved LOP and NOC. Confirm the current authority record before paying anything.
Q2: What is the Naval Anchorage Location?
Ans: Project pages place Phase 2 near the Thalian Interchange on the M-2. The authorities describe it differently, as Zone 5 Islamabad in one case and Mouza Thalian in Rawalpindi district in the other. Verify the exact address and access route.
Q3: What is the Nova City Payment Plan?
Ans: The project’s site describes 10% booking, 10% confirmation, 60% quarterly installments and 20% at possession. Dealers publish monthly and half-yearly versions. Ask for the latest official schedule.
Q4: What is the Naval development status?
Ans: Existing Naval Anchorage is built and occupied. For Phase 2, the authorities report that work began, but the scale and quality aren’t independently confirmed.
Q5: What is the Nova City development status?
Ans: The developer reports roads, utilities and facilities, plus a Phase II update. Those claims come from the developer. Check the block you’re buying.
Q6: What is the Naval NOC status?
Ans: The 2020 NOC covers the existing scheme. The 2026 CDA notice says Phase II was developed without an NOC, and no later approval could be confirmed.
