Plots near Islamabad, two names, one search. Naval Anchorage Phase 2 and ICHS Town show up together so often that buyers start treating them as direct rivals. However, once you look closer, they sit in different places, under different rules. That’s the trouble with Naval vs ICHS Town: the cheaper rate settles nothing. Instead, what matters is where the plot really is, which roads you can drive today, whether the electricity is switched on and which approval covers your block.
So I ran both projects through the same checklist. It covers location, Naval Anchorage price, ICHS Town development, NOC position and the paperwork behind a plot. Because official records, developer claims, listings and plain plans usually get mashed together, each one gets its own label here. Also, whenever I couldn’t find proof, I say so. The research is from October 2026, so recheck every number before you pay anybody.

Naval vs ICHS Town: What Is Naval Anchorage Phase 2?
Project Identity
Everyone knows the Naval Anchorage name, and that familiarity causes the first mistake. Buyers assume Phase 2 carries over whatever the first scheme has. In fact, it doesn’t. Phase 2 is marketed as the brand’s second chapter, but it’s built on separate land.
One secondary source credits the Pakistan Navy Welfare Trust as developer and gives the size as roughly 15,000 kanals. Because no authority document supports either claim, I’ve filed them as Reported. The same source also talks about a 200-foot boulevard. That stays Planned until someone actually drives it.
Listings show 5, 8 and 10 Marla plots, plus 1 and 2 Kanal. Commercial options are 4 and 8 Marla. If you’d like to see how the developer frames it, its own layout sits on the Naval Anchorage Phase 2 master plan page.
Phase 1 vs Phase 2
This is the point the whole article leans on. The original Naval Anchorage lies off the Islamabad Expressway in Zone 5. According to CDA’s website, it covers 3,702.70 kanals, with a revised layout plan approved on 27 February 2020 and an NOC issued on 28 May 2020. That’s an Official Record, but it covers the original scheme only.
Phase 2 can’t inherit it. Thalian is a different location, so a buyer there needs a record that names Phase 2.
What Is Confirmed and What Is Claimed?
- Official Record: CDA lists the original Naval Anchorage layout plan and NOC dates.
- Developer-Stated: Direct Thalian Interchange access, plus links to M-2 and the Ring Road.
- Market-Listed: Plot sizes, prices and a 36-month payment plan.
- Planned: The boulevard, parks and commercial areas on the master plan.
- Not Independently Verified: A Phase 2 NOC, possession and working utilities.
Naval vs ICHS Town: What Is ICHS Town Islamabad?
ICHS stands for Islamabad Co-operative Housing Society. The society’s project page cites Registration No. 313 with the Co-operative Societies Department, ICT, and dates its formation to 1989. Meanwhile, listings place it on Fateh Jang Road.
You’ll find 5, 7 and 10 Marla residential plots, 1 Kanal plots and 4 Marla commercial plots on offer. One dealer announcement connected the Quaid Block launch to Phase I-Extension. Besides that, a few listings mention Phase 2 and blocks such as G.
Now read the society’s own wording carefully, because the verbs tell the story. A gas pipeline project “will” begin soon. Likewise, the boundary wall, carpeted roads and parks are all things it plans to build. I couldn’t find anything showing they’re there now. Therefore, I won’t call ICHS Town fully developed or possession-ready.
Naval vs ICHS Town Location Comparison
Naval Anchorage Phase 2 Location
Developers and listings put Phase 2 near the Thalian Interchange on M-2, in the stretch known as New Islamabad. They also point to the Ring Road, Islamabad International Airport and a dedicated entry from the interchange.
However, all of those claims, distances included, come from the developer’s side. Then there’s a detail that’s easy to skim past: one secondary article says the Thalian link is scheduled for a separate, later phase. Once you put that next to the phrase “direct access”, it reads very differently. The developer’s map is on the Naval Anchorage Phase 2 location page.
Phase 1 works as a loose reference at best. One property guide puts original Naval Anchorage roughly 55 km from the new airport. But Phase 2 is somewhere else, so that number doesn’t transfer.
ICHS Town Location
Listings put ICHS Town on Fateh Jang Road. Zameen describes it as outside Islamabad proper but close to the airport. Also, a forum thread says it falls under Tehsil Fateh Jang rather than CDA or RDA.
Dealers like to name the CPEC road and Kashmir Highway as neighbours, so I treat that as Dealer-Quoted. As for a direct M-2 link or a measured distance to the interchange, I couldn’t find a reliable source for either. That question therefore stays open for ICHS.
What the Location Map Does Not Tell You
A map is happy to show you a proposed road, a planned interchange, a motorway, the society next door and a commercial zone that may be years off. However, it can’t tell you if the road is built, whether anyone has possession of the plot or if the water actually runs.
Legal approval and real travel time are missing from it too. So if a feature matters to your decision, go and see it. For example, drive the route in heavy traffic and take a photo of the entry point while you’re there.
Road Access and Connectivity
To keep things honest, every route below goes into one of four boxes: Operational, Under Construction, Planned or Advertised.
| Route | Naval Anchorage Phase 2 | ICHS Town |
| M-2 | Advertised as direct | Not verified |
| Thalian access | Advertised. A secondary source says a later phase handles the link. | Not verified |
| Airport | Advertised in listings | Advertised as close |
| Islamabad and Rawalpindi routes | Advertised via M-2 and Ring Road | Fateh Jang Road is the stated access |
| Public transport | Not verified | Not verified |
If you’re shopping for M-2 Islamabad property or any of the Thalian housing societies, here’s what I’d keep in mind. Many schemes along this corridor advertise interchange access. However, very few say whether the approach road carries traffic today. So ask the seller which road you’d really use, then drive it yourself. The Thalian Interchange development article has more background on the corridor.
Naval vs ICHS Town Price Comparison
What Does the Listed Price Actually Mean?
Prices come in different flavours, and mixing them up is how buyers overpay. Four types circulate:
- Official price: The project or society publishes it.
- Market asking price: A seller names the amount.
- Dealer quote: An intermediary passes along a figure.
- Transaction price: A completed sale. I found none.
Block, street, possession, development level, corner or park-facing position and plot size all push a price up or down. A seller in a hurry can do the same, and so can a plot that’s partly paid for.
Naval Anchorage Price
Lamudi listings that showed as recently updated in October 2026 quote the figures below. Each one is Market-Listed and dealer-posted:
- 5 Marla: PKR 3,750,000
- 8 Marla: PKR 6,000,000
- 10 Marla: PKR 7,000,000
- 1 Kanal: PKR 14,000,000
- 2 Kanal: PKR 25,999,600
Residential listings talk about 15% down and 36 monthly installments. Meanwhile, a separate commercial listing asks PKR 1.8 crore for 4 Marla and PKR 3.5 crore for 8 Marla, with 30% down and the same 36 installments. The developer’s version is on the Naval Anchorage Phase 2 payment plan page, and the commercial plots page covers the commercial side.
What about development charges, transfer charges, corner premiums and park-facing premiums? I found no published figures for any of them, so get each one in writing.
ICHS Town Price
ICHS evidence is older and patchier. For instance, Zameen’s project page shows PKR 6.1 lakh to 23.5 lakh, with no date. Similarly, a dealer announcement for the Quaid Block quoted a 5 Marla down payment of PKR 325,000 instead of PKR 456,000 for immediate booking, and it carries no date either.
One undated forum post mentions a 1 Kanal plot at PKR 965,000 in M Block, with PKR 1,150,000 in development charges over 10 installments. I’d file it as Dealer-Quoted history and move on.
Two Zameen listings advertise 5 Marla plot files in G Block with dues cleared. One shows PKR 82,500 and the other PKR 85,000, although both descriptions call 85,000 final. Since they disagree, don’t read them as equivalent. Also, a file isn’t an allotted plot, so those figures can’t be lined up against Naval’s plot prices.
Price Table
| Plot Size | Naval Anchorage Phase 2 | ICHS Town | Price Type | Date/Source |
| 5 Marla | PKR 3,750,000 | File listings: PKR 82,500 to 85,000 | Market-Listed | Lamudi, Oct 2026; Zameen, listed late 2025 |
| 8 Marla | PKR 6,000,000 | No reliable current figure | Market-Listed | Lamudi, Oct 2026 |
| 10 Marla | PKR 7,000,000 | No reliable current figure | Market-Listed | Lamudi, Oct 2026 |
| 1 Kanal | PKR 14,000,000 | PKR 965,000 plus PKR 1,150,000 charges | Market-Listed / Dealer-Quoted | Lamudi, Oct 2026; undated forum post |
| Other | 2 Kanal: PKR 25,999,600. Commercial 4 Marla: PKR 1.8 crore | 4 Marla commercial launched, no figure found | Market-Listed | Lamudi, Oct 2026 |
One thing to remember when you compare Islamabad residential plots on budget: a big gap between two prices doesn’t prove one project is the bargain. Instead, dates, paperwork and development stage can explain most of the difference.
Naval vs ICHS Town Development
Say you drove out to both sites this weekend. What would you actually see? To find out, I used one checklist for each.
Roads
Naval Phase 2 listings mention wide carpeted roads, while ICHS describes a carpeted network as something it plans. However, neither tells you the real width, the surface or whether a proper street reaches your plot. So walk it, all the way to the plot number.
Electricity, Water and Sewerage
One Naval Phase 2 listing mentions underground electricity, and another says underground utilities. For ICHS, on the other hand, the pages I found call gas a coming project and stay vague on water and sewerage. At either place, look for transformers, poles, tanks and open trenches. Then ask a resident, because they can tell you in seconds whether their meter is live.
Parks, Commercial Areas and Construction
Both master plans draw parks and commercial areas. Before you count them, check for swings, shops and real tenants. After that, count the houses going up, the ones finished and the ones where someone actually lives. In practice, what’s happening on site tells you more than any brochure.
Operational vs Under Development vs Planned
| Status | Meaning |
| Operational | Functioning on the ground |
| Under Development | Construction is underway |
| Planned | Appears in a plan or proposal |
| Market Claim | Reported but not independently verified |
Judged this way, most of what I found for Naval Phase 2 and ICHS lands in Planned or Market Claim. Therefore, if you’re tracking ICHS Town development, photograph what you see and note the date. Meanwhile, Naval buyers can compare their own notes with the Naval Anchorage development 2026 update.
Naval vs ICHS Town NOC Status
A project’s name doesn’t settle the approval status of every phase, block, extension or parcel. This is the section where that matters most. After all, dealer claims, WhatsApp messages and social posts aren’t legal evidence, however confident they sound.
ICHS Town NOC
Dealers and a forum thread list the approvals below, all Dealer-Quoted:
- Registration No. 313, Co-operative Societies Department, ICT
- NOC No. 567/SL/N-I/TP/TMAF from TMA Fateh Jang
- NOC No. 6/53/Misc/D-28/2008 from the Ministry of Defence
- A construction NOC from the Civil Aviation Authority
- An environmental NOC from the Punjab Environmental Protection Department
I didn’t see the documents themselves, or any authority page confirming them. One forum participant pointed out that ICHS has no CDA or RDA approval, and the dealer replied that those bodies don’t govern it. Whether that answer stands up is for the buyer to check.
Even a genuine NOC leaves gaps. Which area does it cover? Does it reach the extension where your plot sits? Is your block on the layout plan? “ICHS Town has an NOC” answers none of that. Therefore, test the ICHS Town legal status against the exact approved area.
Naval Phase 2 NOC
For the original Naval Anchorage, the CDA record is clear. For Phase 2, however, I found no CDA entry. That doesn’t prove an approval is missing. It only means the evidence I could reach doesn’t establish one.
Secondary articles discuss a Naval Phase 2 NOC without ever pointing to a record. So apply the same test as for ICHS: authority, document, date, approved area, phase and block. The Naval Anchorage NOC status page may help, though the authority’s own record still carries more weight.
Legal Status Table
| Legal Check | Naval Phase 2 | ICHS Town |
| Relevant authority | CDA for original Naval Anchorage (Zone 5). Phase 2 authority not found. | Co-operative Societies Department, ICT (Registration No. 313) and TMA Fateh Jang, per dealers. |
| NOC | Original scheme: issued. Phase 2: not independently verified. | Dealer-Quoted. Not independently verified. |
| NOC date | Original: 28 May 2020 | Not found |
| Approved area | Original: 3,702.70 kanals | Not found |
| LOP | Original: revised 27 Feb 2020 | Not found |
| Phase/block coverage | CDA record covers the original 3,702.70 kanals. No Phase 2 block listed. | Not found. Listings mention Phase I-Extension (Quaid Block), Phase 2 and G Block, coverage unconfirmed. |
| Current development permission | Original scheme: NOC issued 28 May 2020. Phase 2: not found. | Not found. Dealer-quoted NOCs only. |
| Buyer verification required | Yes | Yes |
Master Plan, Blocks and Plot Location
Before paying, find your block, sector, plot number and plot size on the plan. Then check the land-use category, the road width and any corner or park-facing status. Two questions remain. First, is the plot residential or commercial, as advertised? Second, does it fall inside the approved area?
Master Plan vs Actual Ground Position
A master plan is a drawing, and drawings can show roads and parks nobody has built. Therefore, put the approved plan, allotment letter and transfer papers next to what stands on the land. Then add demarcation, a site visit and a check with the authority or society record. The Naval Anchorage Phase 2 master plan shows the developer’s layout, but the approved plan is the real reference.
File, Allotment and Possessed Plot: What Is the Difference?
A file may represent a future allocation or right, depending on how the project is structured. An allotted plot has a specific number assigned to it. A possessed plot is one you can see, walk on and occupy.
Projects don’t all handle paperwork the same way, so don’t assume. The plots vs file guide covers the Naval side in more detail. With ICHS, ask whether the listing is a file, an allotted plot or a possessed plot, then request the matching documents.
Naval vs ICHS Town Facilities and Amenities
| Facility | Naval Anchorage Phase 2 | ICHS Town |
| Parks | Planned / Claimed | Planned |
| Mosque | Claimed in listings | Not verified |
| Schools and healthcare | Not verified | Not verified |
| Commercial areas | Planned / Claimed | Listed for sale, status not verified |
| Security | Gated community claimed | Boundary wall planned |
| Electricity | Underground claimed | Not verified |
| Gas, water, sewerage | Not verified | Gas planned |
The facilities and amenities page lists what the developer promises for Naval Phase 2. Still, my own rule is blunt: a facility counts once I’ve watched it work.
Which Project Fits Different Buyer Requirements?
Neither project wins every round, so the right fit depends on what you’re after.
For a Buyer Focused on Current Development
Visit both and compare roads, utilities, houses and how many homes are lived in. Possession and shop activity belong on that list too. Because most of the evidence for either project is claims, your own visit does the deciding.
For a Buyer Focused on Location
Naval Phase 2 advertises Thalian Interchange and M-2 access, while ICHS sits on Fateh Jang Road. Time your own commute and airport run, because advertised minutes rarely survive real traffic.
For a Buyer Comparing Entry Prices
Plot size, asking price and payment structure set the entry cost. Also add development and transfer charges to whichever quote you’re holding. A low headline number loses its appeal if the extras arrive later.
For a Buyer Focused on Legal Verification
Naval buyers should ask for a Phase 2 record. Likewise, ICHS buyers should ask for the NOC documents, the approved area and the block coverage. Either way, everyone needs the LOP and the plot documents.
For a Buyer Considering Future Development
I won’t forecast appreciation here. Instead, weigh the planned infrastructure and today’s development stage. A lot of this corridor’s future depends on roads that may not exist yet, and that uncertainty doesn’t go away.
Questions to Ask Before Paying
- What is the exact plot or file number, and which block is it in?
- Is the plot inside the approved area?
- Which NOC covers this block, and can I see the NOC and LOP?
- Is the quoted price official or asking?
- Do development and transfer charges appear in the price?
- Is possession available, and are utilities connected?
- Can I visit the exact plot?
- Is the seller the recorded owner?
- Are there outstanding dues, a mortgage, a dispute or another encumbrance?
- Does the master plan match the physical location?
Common Red Flags Buyers Should Not Ignore
- Phase 1 approval presented as Phase 2 approval
- Generic NOC claims without documents
- Future roads described as operational
- Brochure facilities described as complete
- Old price lists presented as current
- Unusually low asking prices
- Unclear plot or file status
- Missing ownership papers
- Unclear development charges
- Pressure to pay immediately
- A map that doesn’t match the site
- A plot outside the approved area
If you spot even one of these, ask a direct question before any money changes hands.
What to Verify Before Buying in Naval Anchorage or ICHS Town
Legal: NOC, LOP, approved area, phase, block, authority and current status.
Ownership: Allotment, transfer, seller identity, ownership record and outstanding dues.
Plot: Plot number, dimensions, size, road width, land use, and corner or park-facing status.
Development: Road, electricity, water, sewerage, possession and surrounding construction.
Financial: Asking price, final negotiated price, development charges, transfer charges, taxes and dues.
Physical: Site visit, exact location, map verification and demarcation.
Before making any payment, check the current authority record and the exact plot documents yourself.
Naval vs ICHS Town: What Buyers Should Check
Naval Anchorage Phase 2 and ICHS Town differ in location, legal setting, and available price evidence. Recent market listings exist for Naval Phase 2, along with an advertised route toward Thalian. However, it needs a Phase 2 record, not the original scheme’s NOC. ICHS Town, in contrast, has older, mixed pricing, a Fateh Jang Road address and dealer-quoted NOCs, and most of its current development is still unverified.
So what should you do with all this? Hold it up against your own situation: your budget, what you plan to use the plot for, how much finished development you want to see today and how soon you need to buy. Once you set each project’s current location, development and documentation against those needs, the comparison gets clearer.
Frequently Asked Questions
Q1: What is the difference between Naval Anchorage Phase 2 and ICHS Town?
Ans: They differ in location, price evidence and legal setting. Naval Phase 2 is marketed near the Thalian Interchange, with recent listings. ICHS Town, in contrast, sits on Fateh Jang Road, with older and mixed pricing. For both, verify the approval records directly.
Q2: What is the Naval Anchorage Price in 2026?
Ans: Listings in October 2026 quote 5 Marla at PKR 3,750,000 and 1 Kanal at PKR 14,000,000. However, these are Market-Listed asking prices, not official rates or sale prices. So ask the developer for the current rate sheet in writing.
Q3: What is the current ICHS Town price?
Ans: No single dated official price turned up. Zameen’s project page, for example, shows PKR 6.1 lakh to 23.5 lakh without a date. Meanwhile, plot files appeared at PKR 82,500 to 85,000 in listings from late 2025. Treat both as indicative only.
Q4: What is the ICHS Town NOC status?
Ans: Dealers list a TMA Fateh Jang NOC, a Ministry of Defence NOC, a CAA NOC and an environmental NOC. However, I didn’t see the documents. So ask for copies, then confirm the approved area and block with the issuing authority.
Q5: What is the Naval Phase 2 NOC status?
Ans: CDA records an NOC for original Naval Anchorage, issued 28 May 2020. For Phase 2, though, I found no record. So ask for a document that names Phase 2, its approved area and its blocks.
Q6: Which project is closer to the M-2?
Ans: Naval Phase 2 advertises a Thalian Interchange approach, though a secondary source suggests that link arrives in a later phase. Meanwhile, I found no verified M-2 distance for ICHS Town. Therefore, drive both routes before you decide.
